JOB DESCRIPTION/PERSON SPECIFICATION

JOB TITLE AND GRADE: PERSON IN CHARGE (PIC) ? INTELLECTUAL
DISABILITY SERVICES

LOCATION: Stamullen, Co. Meath

REPORTING RELATIONSHIP: Head of Extended Care Residential Services

PURPOSE OF POST

The overall objective of this position is to manage and provide care
to the highest professional standards, which meets the practical,
physical and emotional needs of service users, with an Intellectual
Disability. To assist persons with a disability to achieve their
highest level of functioning in order to maintain independence or to
improve skills that will make them more independent.

The core purpose of the post, is within a person centred philosophy,
to be responsible for the overall management of the assigned services,
working in conjunction with the multi-disciplinary team. He/She will
ensure services to persons with a disability are provided within a
relationship which is based on respect and equality and that promotes
their independence.

The Manager will also be responsible for the supervision and
assessment of staff under his/her direction and to take a leadership
role in clinical governance including quality assurance, practice
development and clinical practice.

ESSENTIAL QUALIFICATIONS AND EXPERIENCE CANDIDATES MUST MEET THE
FOLLOWING CRITERIA ON THE CLOSING DATE:

* Must hold a Nursing Degree. (_Be registered in the relevant
Division of the Live Register of Nurses maintained by Nursing &
Midwifery Board of Ireland (NMBI) or be entitled to be so registered_)
OR
* Hold a Level 8 Degree in Social Care
AND
* Have a minimum three years Managerial Experience within the Health
Sector.
AND
* Hold a recognised Managerial Qualification (minimum level 6 on the
National Framework of Qualifications).
AND
* Demonstrate evidence of continuing professional development at the
appropriate level

DESIRABLE EXPERIENCE

* Previous experience in a Person In-Charge or management position.

PRINCIPAL DUTIES AND RESPONSIBILITIES

Under the overall direction of the HEAD OF EXTENDED CARE RESIDENTIAL
SERVICES, the PIC will be responsible for the following, ensuring
privacy, dignity and respect of persons with a disability, at all
times.

_PROFESSIONAL_

* Provide a high level of professional leadership in this service.
* Assist in the development and implementation of clinical policies
and guidelines which supports person centred services in line with
National Quality Standards.
* Manage client care to ensure the highest professional standards
using an evidence-based approach to ensure clinical effectiveness and
efficiency.
* Coordinate and prioritise appointments in liaison with
multi-disciplinary team.
* Monitor the quality of service delivery and provide professional
advice and guidance e.g. service audits.
* Evaluate and develop, lead and manage the implementation of best
practice policy and procedures.
* Participate in quality improvement initiatives to improve service
user satisfaction.

_OPERATIONAL MANAGEMENT_

* Ensure a high quality of life for residents through person centred
care plans, health promotion, reviews and personal risk assessments,
as appropriate.
* Enable and support residents to have choice and control in their
lives, develop citizenship, maintain relationships with family and
friends incl. accessing advocates and other professional supports as
maybe appropriate.
* Ensure care plans are regularly reviewed and updated as per
regulations.
* Ensure activities programme is made available to residents based
on their choices and personal goals.
* To ensure residents are assessed on a regular and systematic basis
through the completion of suitable assessment models.
* To assign a key worker for a named resident where appropriate,
assisting in the design of individual programmes of support and
delivery of care packages.
* Report and where appropriate respond to complaints, in line with
organisational policies and procedures.
* Assist in the implementation of National Residential Standards
(HIQA)/Accreditation standards and the development of new policies and
procedures, ensuring the provision of safe and quality care for
residents.
* Support the development of new and innovative ideas for the
improvement of care for residents, using an evidence-based approach.

_MANAGERIAL_

* Manage all resources efficiently and effectively within agreed
budget.
* Facilitate cooperation and liaison across multi-disciplinary team.
* Ensure that effective safety procedures are developed and managed
to comply with statutory obligations, in conjunction with relevant
staff.
* Provide support and supportive supervision to front line staff
where appropriate.
* Ensure staff are fully informed on all matters affecting
day-to-day running of the services and that lines of communication are
clear and implemented by all staff.
* To delegate appropriate responsibility and authority to the level
of staff within his/her control and consistent with effective decision
making whilst retaining overall responsibility and accountability for
outcome and accountability of intervention.
* Lead in the evaluation, implementation and monitoring of Health
and Safety legislation within the service.
* Ensure all complaints are managed in a timely and appropriate
manner in accordance with company policy.

_PERSON CENTRED PLANNING_

* Initiate, manage and promote the concept of person-centred planning
enabling the service user to identify their personal goals.
* Ensure co - ordinated interdisciplinary and inter ? agency
service delivery by working in partnership with multi-disciplinary
colleagues, day service staff, families and other key people to
support the service user to work towards and achieve their personal
goals, guided by individual care plan.
* To assess service users in a regular and systematic basis through
the completion of suitable assessment models.
* Actively promote the participation of persons with a disability in
the planning of the centre/residence.

_COMMUNITY PARTICIPATION_

* Promote the social interaction of persons with a disability, with
the wider community, in accordance with their choices and personal
goals.

_STAFF MANAGEMENT_

* Ensure compliance with the Company Policy as laid down by National
Standards.
* To manage efficiently the team, ensuring appropriate skills mix
and utilising individual skills to promote the highest standard of
care for the service user.
* The identification and addressing of staff development needs.
* Monitor performance of staff and provide feedback to staff at
regular intervals.
* To participate in matters concerning discipline, grievances, and
untoward incidents, when required.
* Supervise assigned students on work placement and volunteers where
required.
* Ensure safe practice in relation to medication as governed by An
Bord Altranais and Talbot Group policies and guidelines.

_HOUSEHOLD MANAGEMENT_

* Plan for the conservation and economical use of supplies, heating,
light, goods and equipment.
* Maintain adequate stocks in the assigned area/Unit and manage
their use in an efficient and effective manner.

_HEALTH AND SAFETY_

* Ensures that services are in compliance with the requirements of
the Health, Safety and Welfare at Work Act **Apply on the website**.
* Perform duties in a manner conducive to health and safety and in
accordance with Talbot Group policies and procedures.
* Ensure that accidents and incidents involving service
users/visitors/staff are recorded and investigated in accordance with
policy and all statutory reports completed.
* Ensure all staff are aware of their responsibilities in the event
of an emergency accident/incident.

_TRAINING AND ONGOING DEVELOPMENT_

* Be aware of current developments within relevant profession and
maintain a commitment to ongoing professional development. Including
Nursing & Midwifery Board of Ireland (NMBI) requirements for
continuing professional development (where appropriate).
* Promote and participate in research/evidence based clinical audit
and encourage its practical application to service user care within
the service area.
* Attend and participate in education and in ? service programmes
as required by the needs of the service user and in compliance with
Talbot Group policies and national standards e.g. prevention,
detection and response to abuse.
* Educate and support all assigned staff including the induction of
new staff and ongoing performance appraisal.
* Where appropriate, ensure that registration is maintained as
directed by Nursing & Midwifery Board of Ireland (NMBI)

SPECIAL SKILLS AND COMPETENCIES

_PROFESSIONAL KNOWLEDGE & EXPERIENCE_

* Knowledge of quality assurance practices and their application to
nursing procedures.
* Experience of working with people with an intellectual disability
and acquired brain injury.
* Knowledge of services to people with a disability
* Knowledge of social care model of service delivery
* Knowledge of Person-Centred Planning
* Knowledge of both clinical and human resource policies and
procedures and relevant legislation.
* Knowledge of National Disability Standards (HIQA).
